  2. Add the Recipients

I am writing as a resident and ratepayer of the City of Kwinana regarding the recently applied 4.5% rate increase.

Like many households in Kwinana, my family is feeling the pressure from rising living costs. When rates go up again, it is fair for residents to ask clear questions about where this extra money is going and what we are getting in return.

Many residents are concerned that while rates continue to rise, we are seeing money spent on things such as Indigenous committees, acknowledgements, renaming of buildings, consultants, and growing administration costs. At the same time, residents are told that Kwinana is too small to justify a 24-hour police station and other essential services.

I am seeking clear answers to the following:

• Why rates are increasing while basic services and infrastructure do not appear to be improving
• How spending on committees, branding, renaming projects, and administration is being prioritised over community safety
• Who approved these spending decisions and what criteria were used
• Whether residents were formally consulted before these priorities were set, and where that information can be found
• How much of the latest rate increase goes to frontline services versus administration, consultants, and programs
• Why residents face reduced services, smaller waste bins, and higher fees while council staffing and costs continue to grow
• Why transparency around spending and consultant costs is often difficult for residents to find in public reports

Most residents simply want value for money. We expect rising rates to result in better roads, better waste services, safer streets, and visible improvements — not more bureaucracy and less accountability.

This email is not meant to be hostile. It is a genuine request for transparency and clear communication so residents can understand how their money is being spent and whether community priorities are truly being respected.
