Subject: Stage 1 Kwinana Loop Trail Upgrade – Formal Ratepayer Inquiry Regarding $3.5M Project Delivery
Dear Mayor Feasey, Elected Councillors, and Executive Team,
I am writing as a local resident to express my deep disappointment regarding the minimal physical works delivered for Stage 1 of the Kwinana Loop Trail Upgrade.
With $3.5 million in State Government grant funding allocated for this project, residents were promised high-quality, dedicated, and safe trail infrastructure. When Council publicly released the proposed trail map, it clearly depicted a dedicated, separated footpath and cycle way designed for families to use safely.
Instead, Stage 1 has been marked as “complete” despite yielding only basic limestone top-coating, minor bush track resurfacing, and plastic reflector pegs along active road shoulders. I do not accept that plastic pegs and minor surface patching represent an acceptable or safe outcome for a multi-million-dollar public infrastructure project.
As a ratepayer, I request that Council:
- Provide full public transparency on how much of the $3.5M grant funding has been spent on direct, on-ground capital construction for Stage 1. I am puzzled that 3.5 million is spend on stage 1 and have not delivered what was promised to residents
- Please explain why council would install gates along the trail that not do allow access for bicycles, pram users, mobility devices, and wheelchairs.
- Clarify the tasks and responsibilities of the newly appointed Kwinana Loop Trail Ranger, given that less than 10% of the trail currently provides a safe, usable environment for pedestrians and cyclists. Surely this money would be better spent on the loop trail for residents to enjoy that another bloated administration cost.
- Please Provide a copy of the official safety hazard and risk assessment report that justifies allowing families and children to share a busy Wellard Road with only plastic reflectors separating motor vehicles from pedestrians and cyclists.
I look forward to seeing genuine capital upgrades delivered on the ground, rather than routine maintenance work being passed off as completed project stages.
